Assess the name, description, and instructions in SKILL.md. Repository and sibling context do not determine these labels.

English: predominantly English and every essential instruction available in English. An essential instruction is a required step, constraint, or prerequisite. Exclude code and quoted examples, but retain requirements embedded in examples. Complete bilingual skills are uncertain pending review. Insufficient prose is uncertain.

SE-related: directly supports software requirements, design, implementation, testing, review, maintenance, security, deployment, or operations. Using code alone is insufficient.

SE-mixed: substantive SE and independent non-SE purposes. Communication serving an SE task remains SE-related. Sales analysis using Python is other.

Uncertain: assessed but unresolved. A blank SE label means not assessed. You cannot see other annotators’ answers.

SE relevance is assessed only for English skills.
